Expected outputs include an evidence‑based findings report and a prioritised Service Efficiency Plan (with clear, practical actions) to help future‑proof delivery, strengthen contract management and support longer‑term planning.

Our team brings deep experience in this space, having completed similar exercises most recently for Wokingham, West Berkshire, West Sussex and Medway councils.

Alongside this work, we recognise Luton Council’s wider ambitions under the Luton 2040 plan, supported by a strong highways foundation, bringing together the Council’s Resilience Network Plan and its Highway Asset Management Policy and Strategy, and the local Highways Maintenance Transparency Report to strengthen long‑term performance, preparedness and continuous improvement as Luton works towards being carbon neutral and climate resilient by 2040.
