Highways Contract Procurement and Service Improvement


Founds Group played a pivotal role in the development and ongoing delivery of WBC’s highways contract extension and future contract strategy. Our involvement evolved from a procurement exercise into the creation of a Service Improvement Plan, a framework that enabled the Council to address internal cultural changes and enhance service delivery.
Ryan Smith led the project from the outset, crafting and implementing a robust procurement strategy, developing the Founds Group 4D methodology to reach key gateway decision milestones. Alongside Pete and Chris, Ryan drove the service improvement initiative, facilitating meaningful collaboration and delivering tangible outcomes.

- Leveraged expert highways contract and procurement knowledge, paired with Agile project management practices, to deliver impactful solutions.
- Delivered comprehensive training and advisory services, enabling the Client to recognise and implement service enhancements.
- Provided a foundation for extending the existing Highways Contract while preparing for service improvement implementation.
- Supported the Client through internal governance, senior leadership team and member engagement.
